In doing so, Mr Jaitley has surprised people as many were expecting the Budget to be somewhat populist for two reasons: one to compensate for the hardships that people were made to go through as a result of the recent demonetisation, and two, to woo voters in the coming elections in Uttar Pradesh, Uttarakhand, Punjab, Goa, and Manipur. Economic growth is only one of the dimensions.There are a number of initiatives that are aimed at improving the long-term efficiency of the economy.However, the basic thrust of the Budget continues to be on promoting broad-based economic growth.The Budget is not only about allocations.. A significant push to rural housing, known to have strong linkages with other sectors such as construction, steel, cement, electrical goods, sanitaryware, paint and furnishing, and so forth, is bound to have a higher multiplier effect. Skill development initiatives which again is high on the government’s agenda is likely to impact economic growth over medium to longer term. One major reform is in labour laws.On the rural housing front, the Budget has increased allocations to Pradhan Mantri Awaas Yojana to Rs 23,000 crores in 2017-18 — up from Rs 15,000 crores in 2016-17. These initiatives are highly important both from growth and employment generation perspective. It is indicative of the policies and programmes that are in the making and will be announced as and when those get finalised.5 per cent during 2017-18.
